Who Is Authorised to Perform Periodic Inspections?

The Regulation on Health and Safety Requirements for the Use of Work Equipment and its amendments have clarified who may perform inspections. Under the provisions in force in late 2022, persons who completed basic work-equipment training and obtained a permanent EKİPNET registration number could carry out inspections. The qualifications required to undertake that training and receive a permanent registration number beginning with K are outlined below.

For Electrical Measurements, inspectors must be electrical engineers, electrical and electronics engineers, technical teachers with electrical qualifications, or electrical technicians and higher electrical technicians. They may perform the relevant measurements and inspections after completing the basic training.

The Scope of Electrical Measurementsincludes electrical installations, earthing, lightning protection, batteries, transformers, generators, cathodic protection, low-current systems such as fire detection and alarms, and related electrical installation checks.

For Lifting Equipment, inspectors must be mechanical engineers, mechatronics engineers, technical teachers with mechanical or metalwork qualifications, or mechanical technicians and higher mechanical technicians. They may carry out the relevant inspections after completing the basic training.

The Scope of Lifting Equipmentincludes forklifts, tower cranes, mobile cranes, vehicle lifts, lifting platforms, construction hoists, escalators, moving walkways, conveyors and other work equipment used to lift or transport loads.

For Pressure Vessels, inspectors must be mechanical engineers, mechatronics engineers, metallurgical and materials engineers, technical teachers with mechanical or metalwork qualifications, or mechanical technicians and higher mechanical technicians. They may inspect pressure vessels after completing the basic training.

The Scope of Pressure Vesselsincludes compressed-air receivers, central heating boilers, booster and expansion vessels, calorifiers, dyeing vessels and other equipment operating under pressure, generally above 0.5 bar.

For Fire Protection Systems, inspectors must be mechanical engineers, mechatronics engineers, technical teachers with mechanical or metalwork qualifications, or mechanical technicians and higher mechanical technicians. They may carry out these inspections after completing the basic training.

The Scope of Fire Protection Systemsincludes all firefighting provisions, such as pump rooms, hose cabinets, sprinkler systems, hydrants, clean-agent suppression and foam suppression systems.

For Construction Scaffolding, inspectors must be civil or mechanical engineers, technical teachers with civil, building, mechanical or metalwork qualifications, or civil technicians and higher civil technicians. For shipbuilding, maintenance and repair, naval architects, marine engineers and ship technicians may perform the work. The relevant inspections may be carried out after completion of the basic training.

For Machine Tools, inspectors must be mechanical or mechatronics engineers, technical teachers with mechanical or metalwork qualifications, or mechanical technicians and higher mechanical technicians. They may inspect machine tools after completing the basic training.

The Scope of Machine Toolsincludes presses, lathes, woodworking machines, milling machines, cold-metal presses, stationary metal-grinding machines, band saws for wood or food processing, machining centres, drilling machines, guillotine shears and similar equipment.

For Industrial Racking and Doors, inspectors must be mechanical, mechatronics or civil engineers; technical teachers with civil, mechanical or metalwork qualifications; or civil or mechanical technicians and higher technicians. They may inspect industrial racking and doors after completing the basic training.

For Construction Machinery, inspectors must be mechanical or mechatronics engineers, technical teachers with mechanical or metalwork qualifications, or mechanical technicians and higher mechanical technicians. They may inspect construction machinery after completing the basic training.

The Scope of Construction Machineryincludes drilling rigs, tractor dozers, loaders, hydraulic excavators, graders, soil and waste compactors, road-finishing machines and similar equipment.

The regulation published in 2022 indicated that module-specific training would follow the basic course. The broad inspection fields were expected to be grouped into training modules for authorisation, with comprehensive training and assessment including written and practical examinations. The aim was to improve personnel competence and the effectiveness of periodic inspections.

FQC Standard will continue to follow new developments and technologies and contribute to stronger inspection practices and the development of the sector.
