Purpose
The regulation establishes the procedures for placing construction products on the market and making them available, by setting rules for declarations of performance concerning their essential characteristics and for affixing the CE mark.
CE Certification under EN 1090-1, EN 1090-2 and EN 1090-3
Load-bearing steel and aluminium structures require CE certification under the Construction Products Regulation 305/2011/EU. This has been a legal requirement since 1 July 2014 and aims to maintain the required level of structural safety performance.
The harmonised standard used to assess the conformity of these products is EN 1090.
The EN 1090 framework comprises three parts:
- EN 1090-1: Requirements for Conformity Assessment of Structural Components
- EN 1090-2: Technical Requirements for Steel Structures
- EN 1090-3: Technical Requirements for Aluminium Structures
Steel structures must be designed and manufactured in accordance with EN 1090-2, while aluminium structures must meet the requirements of EN 1090-3.
The conformity assessment must also meet the requirements of EN 1090-1.
The application of these documents varies according to the type of construction product. In practice, EN 1090-1 does not provide a definitive list or framework identifying every product to which it applies.
References therefore include Annexes A and B of document CEN/TC 135-N684 and the tables in CEN/TR 17052:2017, the guidance on implementing EN 1090-1:2009+A1:2011.
For a steel or aluminium structural product to fall within EN 1090-1, it must first be intended for permanent incorporation into construction works.
In principle, it is then assessed within EN 1090-1 if it performs a structural load-bearing function or is critical to human health and safety.

EN 1090-1 Factory Production Control System
Companies seeking Factory Production Control (FPC) certification to EN 1090-1 must ensure the reliability of their management arrangements and all execution activities.
A Factory Production Control system must therefore be established in accordance with EN 1090-1, Requirements for Conformity Assessment of Structural Components.
EN 1090-1 requires FPC arrangements covering:
- Personnel qualifications and responsibilities
- Production and inspection equipment, maintenance and calibration
- Quality assurance of measurement processes
- Constituent materials
- Component specifications
- Surveillance and inspection plans
- Product assessment
- Handling nonconforming products
It is also recommended that an EN ISO 3834 welding quality system be established beforehand.
EN 1090-1 must also be integrated with EN 1090-2 or EN 1090-3, as applicable.
An FPC certificate to EN 1090-1 is issued once all these requirements have been fulfilled.
Key Requirements of EN 1090
The principal requirements of EN 1090 can be summarised as follows:
- Technical drawings of the products
- Initial type testing
- CPQR (Cutting Procedure Qualification Record) documents
- Performance declaration of the required welding engineer
- Labels for the sample product
- Certificates for the materials used, including fasteners, sections and pipes
- WPQR and WPS documentation where welded fabrication is involved
- Declaration of performance and CE marking
EN 1090 Execution Classes
EN 1090 defines four execution classes, from EXC1 to EXC4. EXC1 has the fewest requirements and applies to simpler structures, while EXC4 has the most demanding requirements for higher-risk structures.
Three criteria must be established at the design stage to determine the execution class:
Consequence Class — CC
The consequence class is selected by assessing the foreseeable effects of a component's collapse or failure on people, the economy and the environment.
Service Category — SC
The service category is selected with regard to the structure's operating conditions. The guidance in Annex B of EN 1090-2 should be followed.
Production Category — PC
The production category is determined by the construction method and the grades of materials used. The guidance in Annex B of EN 1090-2 should be followed.
The determination of consequence classes is described in EN 1990.
The Relationship between EN 1090 and ISO 3834
EN 1090, Execution of Steel Structures and Aluminium Structures, includes different execution categories determined by the building type, design and material quality.
The categories range from 1 to 4: EXC1 covers the simplest structures, while EXC4 covers structures subject to dynamic loading.
The following parts of EN ISO 3834 are used according to the execution class:
- For EXC1: ISO 3834-4, Elementary quality requirements
- For EXC2: ISO 3834-3, Standard quality requirements
- For EXC3 and EXC4: ISO 3834-2, Comprehensive quality requirements
Each execution class has different requirements for the extent, frequency and methods of execution and inspection.
