Information Required for an Application

Products outside the scope of EAC certification require GOST-R certification for import and sale within the Eurasian Economic Union. Clients applying for GOST-R product certification are asked to provide the following:

  • Product HS/GTİP customs tariff code
  • Product Identification and Description

GTİP is the 12-digit Customs Tariff Statistical Position code used to identify and distinguish products in international trade and obtain detailed information about goods manufactured in different parts of the world.

What Is a GOST-R Certificate?

GOST-R Certificate

In the name GOST-R, 'Gost' means a standard in Russian, while the letter R stands for Russia.

Also known as the Russian Safety Certificate, Russian Quality Certificate or Russian Customs Certificate, GOST-R documentation is used by manufacturers in the Republic of Türkiye exporting to Eurasian Economic Union countries, particularly Russia, and by Russian buyers importing those products.

Its purpose is to control the sale of products that pose a risk to life and health, monitor product quality, and certify conformity. It also aims to create conditions for domestic businesses and entrepreneurs to participate in international economic, scientific and technical activities and for their products to compete on the global market.

Mandatory GOST-R Certification

Mandatory GOST-R Certification

For products covered by Customs Union technical regulations, mandatory GOSTR, GOSTB and GOSTK certificates and declarations were deemed invalid after 15 March 2015. Products previously subject to mandatory GOSTR certification moved into the EAC system when it entered into force, replacing the mandatory GOSTR requirement for those products. Certain products outside that scope, such as some construction products and rechargeable batteries, continue to be covered by voluntary GOST-R certification and cannot be issued with an EAC certificate or declaration.

A voluntary certificate of conformity may be obtained for products not included on the mandatory certification list. Yellow certificates are issued for products and services requiring mandatory GOST-R certification, while blue certificates are issued for voluntary certification.

GOST-R certificates are issued by state-accredited certification centres on the basis of test reports following testing in laboratories accredited by the Russian state.

Where products or services require fire and hygiene certification in addition to GOST-R conformity certification, the hygiene and fire certificates must be obtained first. The GOST-R quality certificate is then issued in accordance with Russian Ministry of Emergency Situations Order No. 320 of 8 July 2002 on products subject to mandatory fire certification and Russian state hygiene requirements No. 325 of 15 August 2002 on products subject to mandatory hygiene certification.

Types of GOST-R Certificate

Types of GOST-R Certificate

A GOST-R certificate may be obtained for a single batch of goods exported to the Russian Federation, or for periods of 1 or 3 years. Certificates are classified according to their validity period:

Single-Batch GOST-R Certificate

This certificate covers a single consignment of products with a specified type and quantity. It can be issued only in the name of a Russian importing company.

1-Year GOST-R Certificate for Series Production

A certificate valid for 1 year, based on samples and documentation without a specialist site visit. Quality certificates with a 1-year validity period must be renewed annually.

3-Year GOST-R Certificate for Series Production

A certificate valid for 3 years that requires a specialist site visit. Where appropriate, quality certification may be granted at product, production or factory level.

Single-Batch GOST-R Certificate

This certificate requires a Russian importing company. If that company purchases goods from you under a contract, it may sell those goods using the certificate. The certificate covers a single consignment with a specified product type and quantity.

When a batch-specific GOST-R certificate is requested, the authorised organisation may defer sampling and examination, review the technical documentation and issue an official letter for the manufacturer to facilitate customs clearance and speed up the process. The GOST-R certificate may subsequently be obtained following laboratory testing of samples.

Another point to note about a single-batch GOST-R certificate is that it may be issued only in the name of a Russian importing company.

1-Year GOST-R Certificate for Series Production

This certificate is valid for 1 year and requires only samples and documentation, without a specialist site visit. A one-year quality conformity certificate may be obtained on the basis of the sales contract between the company importing the products into the Russian Federation and the exporting company.

Quality certificates valid for 1 year must be renewed annually.

3-Year GOST-R Certificate for Series Production

The 3-Year GOST-R Certificate for Series Production requires a specialist site visit. This quality certificate is issued following a specialist's inspection of the manufacturing facilities producing the goods to be exported to the Russian Federation.

Where appropriate, certification may be granted not only for individual goods but also at production or factory level. Any number of different product types or trade marks may be added to this certificate, which is valid for 3 years.
