What Is the Ukrainian UkrSEPRO Certificate?
UkrSEPRO is a quality-system certification programme administered by the Ukrainian standards institute. Manufacturers and investors exporting to Ukraine apply for this certificate for their products.
Manufacturers wishing to trade with Ukraine may apply for mandatory UkrSEPRO certification to obtain product market approval, or seek voluntary certification to strengthen their company's reputation and competitiveness.
The UkrSEPRO Certificate confirms that imported products possess the characteristics and meet the quality standards required by Ukraine's state quality and standards institutions.
Mandatory UkrSEPRO Certification in Ukraine
Ukraine established a unified certification and standardisation system to monitor product and service quality, reliability and production consistency.
Certification under this system is carried out in accordance with Ukrainian legislation. The list of products subject to mandatory certification is published by the relevant Ukrainian standards and consumer protection authorities.
The Ukrainian UkrSEPRO Certification Process
Certification in Ukraine is a procedure for documenting that domestically manufactured or imported products comply with the requirements in force in the country. The state certification system known as UkrSEPRO provides for declarations, mandatory certificates and voluntary certificates.
- Identify the product's HS / GTİP code and check whether it appears on the mandatory certification list
- Prepare the product's technical documentation, images, catalogue and user manual
- Determine the necessary testing, examination and conformity assessment method
- Submit and manage the application with an authorised or accredited body
- Issue the certificate or declaration of conformity following a successful conformity assessment
If a product appears on the list of goods subject to mandatory certification, cross-border import procedures may not be possible without an UkrSEPRO Certificate.
For products outside the mandatory list, voluntary UkrSEPRO certification can provide an additional competitive advantage when importing goods into Ukraine. In this case, the manufacturer may select the standards against which the product is tested.
Declarations of conformity are also used alongside mandatory and voluntary certificates. A declaration confirms that goods imported into or manufactured in Ukraine meet the specified requirements and is registered by an accredited body.
Only persons resident in Ukraine may apply for a certificate or declaration. If the manufacturer is based in another country, an application may be made through a representative resident in Ukraine under a power of attorney from the manufacturer and a representation agreement.
