WHAT IS AN SGR CERTIFICATE (HYGIENE CERTIFICATE)?
This certificate is mandatory for companies manufacturing, importing or exporting products such as construction chemicals, clothing, cosmetics, children's clothing, drinking-water pipes, toys and food, particularly when trading with Kazakhstan, Belarus, Russia, Kyrgyzstan and Armenia. It is used to demonstrate that a product meets human health requirements.
It is an authorisation document confirming that the product fully meets the safety and quality requirements of Rospotrebnadzor, Russia's federal service responsible for consumer rights supervision.
WHEN IS SGR CERTIFICATION MANDATORY?
Manufacturers within the Customs Union, foreign organisations manufacturing outside it, and importers must obtain an SGR Hygiene Certificate to demonstrate that product manufacture, storage and transport meet human health requirements. The relevant products cannot be manufactured in or imported into Customs Union countries without this certificate.
COUNTRIES WHERE THE SGR CERTIFICATE IS VALID
An SGR Hygiene Certificate is required for access to the customs market of each member state: Kazakhstan, Belarus, Russia, Kyrgyzstan and Armenia. The customs agreement aims to reduce trade barriers and the number of mandatory procedures between these five countries, making foreign trade smoother. The SGR Hygiene Certificate is valid in each member state's territory and provides a straightforward, mandatory route to these five markets.
SCOPE OF SGR CERTIFICATION
Products requiring an SGR Hygiene Certificate include those that come into direct contact with the human body or may affect people through inhalation: clothing, perfumes and cosmetics, toys and other children's articles, furniture, cleaning materials, paints and chemicals used by people, household chemicals, certain kitchen utensils and some industrial products. Samples must be submitted to obtain the certificate. It remains valid provided that the product composition does not change.
