Simple Pressure Vessels Regulation 2014/29/EU

FQC Standard provides services as notified body 2674 under the Simple Pressure Vessels Regulation 2014/29/EU.

Purpose

The regulation establishes the essential health and
safety requirements for simple pressure vessels, the conditions for placing them on the market, and the principles of market surveillance
and inspection.

Scope

The regulation applies to simple pressure vessels manufactured in series, referred to below as 'vessels', with the following characteristics:

Welded vessels intended to contain air or nitrogen at an internal pressure greater than 0.5 bar and not intended to be fired.

The parts and assemblies contributing to pressure resistance are made from non-alloy quality steel, non-alloy aluminium or non-age-hardening aluminium alloy.

The vessel consists either of a cylindrical section of circular cross-section closed by outward-dished and/or flat ends sharing the same axis, or of two dished ends sharing the same axis.

The maximum working pressure is no more than 30 bar, and the product of that pressure and vessel capacity, PS × V, does not exceed 10,000 bar·litres.

The minimum working temperature is at least -50 °C. The maximum is 300 °C for steel vessels and 100 °C for aluminium or aluminium-alloy vessels.

The regulation excludes:

Vessels specifically designed for nuclear use whose failure could cause a release of radioactivity;

Vessels specifically intended for installation in, or propulsion of, ships and aircraft;

Fire extinguishers.

Legal Framework:

It was prepared on the basis of Law No. 4703 of 29 June 2001 on the Preparation and Implementation of Technical Legislation on Products.

The regulation was prepared as part of alignment with EU legislation, taking account of Directive 2014/29/EU of the European Parliament and of the Council on simple pressure vessels.

Making Available on the Market and Putting into Service

  • The Ministry takes the necessary measures to ensure that vessels may be made available on the market and put into service only if they meet the regulation's requirements when properly installed, maintained and used for their intended purpose.
    The regulation does not affect the Ministry's power to establish requirements it considers necessary to protect workers using these vessels, provided that this does not require the vessels to be modified in a way not specified by the regulation.

Essential Requirements

Vessels with PS × V greater than 50 bar·litres must meet the essential safety requirements in Annex I.

Vessels with PS × V of 50 bar·litres or less must be designed and manufactured in accordance with sound engineering practice.

Free Movement

The Ministry does not impede the making available on the market or putting into service of vessels that comply with the regulation.
