Ventilation and Air-Conditioning Installation
Periodic inspections assess design compliance, airflow, ductwork, equipment positioning and protective measures in detail to help ventilation and air-conditioning installations operate safely, efficiently and without compromising health.
Inspection Scope
- Compliance with the design and installation requirements
- Duct diameters and grille dimensions
- Airflow and the needs of the space
- Filter, damper and fan checks
- Maintenance access and safety precautions
What Are Ventilation and Air-Conditioning Installations?
Ventilation and air-conditioning installations are systems that condition the air in workplaces and living spaces. Their performance can be critical to human health and workplace safety.
In particular, asphyxiating and toxic gases that could cause occupational diseases must be filtered and removed from the air. Welding fumes and similar harmful gases should be extracted outdoors using articulated extraction arms, hoods and suitable extraction systems before they disperse into the surrounding air.
Legal Basis for Periodic Inspections
Periodic inspections were first addressed in the Occupational Safety Regulation published in 1973. A more detailed and professional framework was subsequently established by Occupational Health and Safety Law No. 6331, published on 20 June 2012, and the associated Regulation on Health and Safety Requirements for the Use of Work Equipment, published on 25 April 2013.
The framework addressed matters not previously covered by the earlier regulation and introduced a systematic approach to periodic inspections. The subsequent regulation broadened the scope of inspection activities and defined the required expertise more clearly.
Inspection Frequency
Ventilation and air-conditioning installations must undergo a periodic inspection at least once a year.
Design Compliance
The installation is assessed to establish whether it operates in accordance with its existing design and intended use.
Authorised Personnel
Inspections are carried out by authorised technical personnel who meet the statutory requirements and are registered in the EKİPNET system.
Who Can Carry Out the Inspection?
Under the amendment published on 18 February 2022, periodic inspections of ventilation and air-conditioning installations must be performed by authorised persons with the qualifications specified in the legislation.
- Mechanical engineers registered in the EKİPNET system
- Technical teachers who have graduated from mechanical or metalwork education departments
- Mechanical technicians
- Higher mechanical technicians
What Does a Periodic Inspection Cover?
Periodic inspections of ventilation and air-conditioning installations examine whether the specified duct diameters, grille opening dimensions and airflow delivered through the grilles meet the needs of the space. They also check whether the current use of the relevant area is consistent with the intended use stated in the design.
For example, an area originally designed as an office may subsequently have been converted into a production area. In this case, a ventilation system designed for office use may no longer meet the requirements of the production space.
Key Inspection Points
- Suitability of the duct diameters specified in the design
- Compliance of grille opening dimensions with the design
- Airflow delivered through the grilles
- Consistency between the use of the space and its design
- Secure fixing of ducts and pipes
- Positioning of supply and extract fan ducts
- Measures to prevent discharged air from being drawn back inside
- Positioning of ventilation and air-conditioning equipment
- Provision of the platforms required for maintenance
- Warning signs for users
- Protective measures against rotating parts
- General condition of filters and dampers
The Periodic Inspection Process
- Review of the installation design, technical documentation and previous inspection records
- On-site visual inspection of ventilation and air-conditioning equipment
- Assessment of ducts, grilles, fans, extractors, filters and dampers
- Necessary measurements of airflow and system performance
- Checks of design compliance, safety measures and maintenance access
- Reporting identified nonconformities and preparing the inspection findings
