WHAT IS A RUSSIAN FIRE SAFETY CERTIFICATE?
A Russian Fire Certificate, or Russian Fire Safety Certificate, documents product performance under the Russian Federation's fire safety requirements, including fire resistance, the toxicity of gases released during combustion, the rate of fire spread and smoke generation. It is required not only for fire protection products such as sprinklers and extinguishers, but also for products including construction materials and machinery.
A fire safety certificate formally confirms, in documentary form, that equipment or goods comply with specified fire protection standards. Products are carefully examined against the provisions of the national technical regulations on fire safety requirements. Testing provides a comprehensive assessment of a range of parameters. The document issued following successful assessment is also known as a Certificate of Conformity with the Technical Regulations of the Russian Federation or a Fire Certificate.
WHEN IS RUSSIAN FIRE SAFETY CERTIFICATION MANDATORY?
A Russian Fire Certificate or Fire Declaration demonstrates that certain products exported to the Russian Federation meet fire safety requirements. It is a mandatory document for customs clearance and market access.
The national technical regulation on fire safety requirements is Customs Union Technical Regulation 043/2017. Certification under fire safety regulations was previously governed by Federal Law No. 123.
SCOPE OF RUSSIAN FIRE SAFETY CERTIFICATION
The Russian Fire Certificate addresses the damage that materials may sustain during a fire and the resulting hazards, such as the release of gases. It is mandatory for relevant combustible construction materials, fire alarm systems and their cables, fire-preventing or fire-retarding materials, fire cabinets designed to protect materials, fire extinguishers, building electrical cables, and indoor gas-related products such as combination boilers and boilers.
These products must undergo specified tests against Russian fire safety requirements. Testing is carried out in accredited Russian laboratories, and certification is based on the results. Depending on the product, certification may involve examination of the manufacturing site or submission of samples for testing, with the certificate issued following successful results.
